GM the NPC Clan Hall Manager does not allow me to trade for points in the Blood Alliance as he tells me that the minimum clan must be level 5.

These were set up so that the clans can move up, you can set it up so that any clan level can trade them.

Fixed, now you can exchange them if your clan is level 1 or above. It will take effect after daily restart.
