[H5][FIXED] .expoff/.xpoff work intermittently

Hello,

Shortly after a server restart, the .expoff/.xpoff commands function as intended but eventually the effect will wear off and the commands will no longer do anything (not even give the "exp gain is already disabled" error message. I noticed on the delevel page it says "you can try the .expoff command" so I'm not sure if this is known/unfixable but I didn't see any reports except some from 2014.
